The Position

Under the authority and direction of the Mayor, the City Administrator assumes full management responsibility for all City operations including the development and implementation of the City’s goals, objectives, policies, and priorities. The Administrator oversees the development and administration of the budget and implements budgetary adjustments as necessary. The City Administrator implements policy decisions made by City Council, prepares recommendations, and advises on matters requiring legislative action.

The City Administrator plans, directs, and coordinates, through department heads and other staff, the work plan for the City. The Administrator establishes appropriate service and staff levels and allocates resources accordingly. Additionally, the City Administrator monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, identifies opportunities for improvement, and implements as appropriate.

In accordance with Council policies, the City Administrator represents the City to all departments and outside agencies and specifically coordinates activities with those in other cities, counties, and outside organizations. The Administrator attends and participates in professional meetings and stays abreast of new trends and innovations in the field of city management and public administration. The City Administrator explains and promotes City programs, policies, and activities as well as negotiates and resolves issues. Additionally, the Administrator responds to and resolves difficult and sensitive resident inquiries, providing direction and delegating authority as necessary in support of the community.

Internal Priorities

  • Build strong relationships, establish trust, and ensure effective communication with the Mayor, City Council, and City Staff while working to understand our current structure, environment, and services provided.
  • Update our strategic plan with a focus on maintaining financial stability, providing services in line with community needs, and supporting a healthy and inclusive community.
  • Continue to identify opportunities and drive change that support a unified vision. Ensure internal connectivity between departments, foster inclusion, support shared goals, and identify opportunities for collaboration to successfully meet the growing needs of our community.
  • Collaborate with the Director of Communications to provide proactive communication to the community. Continue to offer clear information, educate and inform, and ensure transparency and visibility on projects and initiatives.
  • Formalize programs and create opportunities for employee growth and development, training, and succession planning with a continued focus on providing high quality services.

External Priorities

  • Take the necessary time to learn and understand our community. Build connections, support engagement, and ensure the City is connected to the community at all levels.
  • Continue to plan for thoughtful growth and development. Consider the proper timing, funding, infrastructure, and needs of the community in order to realize projects in North Shore and Downtown, and the long-term potential for other City sites.
  • Emphasize economic development activities, maintain momentum, and continue to explore diverse opportunities that will not only support and retain existing businesses but also identify new opportunities.
  • Complete the existing studies for Fire and EMS Services. Collaborate with the Mayor, City Council, Fire Chief, and other stakeholders to identify and determine the most effective path forward while driving efficiency and optimizing services.
  • Develop and maintain positive relationships with neighboring communities, Downtown Camas Association, Chamber of Commerce, Camas School District, Port of Camas-Washougal, Clark County, and other regional organizations. Seek opportunities to effectively partner and collaborate while protecting Camas’ identity and interests.

Qualifications

The City Administrator has at least seven years of progressively responsible experience in municipal government, including five years of administrative or leadership responsibility. A well-rounded background with prior leadership experience in a growing community and similar size organization that includes public safety is ideal. An exceptional ability to develop effective relationships with a history of working closely with a Mayor and City Council is essential. A sound financial background with a strong understanding of budgets and financial management is required.

Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or related field. An advanced degree in public administration or related field is desired but not essential.

The City Administrator will establish a primary residence in the Camas community and pledge to participate in community affairs.

Inside City Hall

The City of Camas operates a mayor-council form of government under the laws of the State of Washington applicable to non-charter code cities. The elected Mayor appoints the City Administrator and of the seven member Council, one is elected at-large and six are elected within wards. The City is considering the possibility of a transition to council-manager form of government which would need to be approved by the voters.

The City of Camas is a full service city providing excellent services through nine departments including Administration; Administrative Services which consists of the City Clerk’s Office, Human Resources, Information Technology, and Municipal Court; Community Development; Finance; Fire and Emergency Medical Services; Library; Parks and Recreation; Police; and Public Works. We employ approximately 240 employees including 12 part-time employees that are represented by five collective bargaining units with an adopted budget of $91.5 million, a general fund of $31.4 million, and a capital budget of $10.8 million.

Compensation and Benefits

The City Administrator contract is at the discretion of the Mayor and City Council with an expected hiring range of $175,000 to $205,000 and will depend on the qualifications of the successful candidate. Camas has a complete benefit package that includes medical, dental, vision, life insurance, employee assistance program, and pension with the Washington State Department of Retirement. Paid time off and holidays are also included.
