About the Chief Building Official Position

The Chief Building Official is responsible for the day-to-day operations of the Building Services Division and is a contributing member of the Planning and Development Services Department leadership team.

This position coordinates, supervises, and manages building project review as well as permitting and inspection activities involving the interpretation and application of building codes.

Reporting to the Planning and Development Services Director, the Chief Building Official collaborates with colleagues across Planning and Development Services to consistently articulate a vision for service by identifying goals, developing and implementing work plans, and establishing and monitoring work measures to achieve desired results. The Chief Building Official provides oversight of customer service delivery and actively supports and champions continuous improvements to ensure the direct and efficient provision of services to customers. This position ensures policies, practices, and management products are consistent and properly communicated internally and externally. 

The Chief Building Official leads internal efforts, stakeholder engagement, and discussions with Boards and City Council to evaluate, amend, and adopt updated building and energy conservation codes. Specifically, this position manages the periodic review and analysis of new building codes and standards and coordinates the public review process. The Chief Building Official develops and maintains project plans, evaluates progress, and coordinates project activities in collaboration with staff. This position facilitates building project review activities with customers and staff involving the interpretation and application of building codes for new residential and commercial construction, commercial tenant finishes, remodels and additions, project completion, and occupancy. The Chief Building Official also assists in the enforcement of the City’s building and housing codes and land use regulations.

The Chief Building Official leads and develops a talented and dedicated team and directly manages the Building Code Compliance Manager, Building Inspection Supervisor, and Energy Code Compliance Principal Examiner. This position manages workloads and ensures the appropriate allocation of resources. Additionally, the Chief Building Official supports the personal and professional development of staff and ensures access to training and the ability to obtain and maintain required certifications.

The Chief Building Official supports cross-departmental collaboration and works effectively with Code Compliance and Code Enforcement. The Chief Building Official also works with the Chief Fire Marshal to resolve issues relating to unsafe structures as well as dangerous conditions and occupancies. This position collaborates across the organization on citywide responses and emergencies.

  • Collaborate with colleagues across Planning and Development Services to continue to streamline departmental operations and provide efficient, consistent, and predictable services to customers.
  • Continue to focus on the people and processes as key mechanisms to achieve operational excellence and improve workflow in the Building Services Division.
  • Provide divisional leadership and emphasize the importance of consistently meeting plan review timelines and fulfilling applicant commitments.
  • Actively contribute to and support the City’s goal of having net zero energy codes by the year 2031.
  • Support employee growth and development. Proactively coach and mentor staff in time management, delivery standards, and process benefits.

The Successful Candidate

They actively promote high community standards and bring direct experience in developing and enforcing custom local codes that exceed the requirements of the International Codes, particularly in energy conservation.

An attentive leader, the Chief Building Official identifies the needs of staff and applicants before problems emerge, finding opportunities in places where they may not be immediately evident. The successful candidate provides guidance regarding building permits and inspections, as well as service recovery solutions when challenges arise. The Chief Building Official easily maintains internal and external relationships, values diversity of thought, and believes in fostering mutual respect at all levels. The ability to navigate political relationships with ease while hearing, balancing, and respecting a variety of views during the decision-making process will be key. Qualifications

A minimum of five years’ leadership experience in the building, planning, or construction fields with direct supervisory experience in plan review, building construction, and/or inspection is required. Experience managing projects and public processes is essential as is working knowledge of building materials and standards and current construction practices and methods. Prior experience managing the enforcement of building and housing codes and land use regulations coupled with demonstrated experience in evaluating, amending, and applying codes and standards is required. Demonstrated ability to read and interpret architectural and engineering construction drawings, building codes, regulations, specifications, engineering studies, and technical reports is necessary.

A bachelor's degree in construction management, civil engineering, architecture, or a related field, or demonstrated expertise in the building trades through a combination of training, certification, and/or experience is required. International Code Council (ICC) certification as a Certified Building Official, or Registration as a Professional Engineer or Licensed Architect in the State of Colorado is desired. The ability to travel frequently to local sites is required; a valid driver’s license is preferred.

Structure of Local Government

The City of Boulder has a council-manager form of government where the elected City Council sets policies and the Council-appointed City Manager administers them. The City Council consists of nine members, including a mayor and mayor pro tem, selected by the Council members. Council members are elected at large and may serve up to three terms. 

With a 2023 approved budget of $513.5 Million, the City of Boulder is served by approximately 1500 standard employees. Robust City services are provided through numerous departments and divisions.

The Planning and Development Services Department

Boulder has a worldwide reputation for innovative planning and energy-conscious building standards. Through cooperation and collaboration with the community, the built environment is guided by the Boulder Valley Comprehensive Plan to advance progressive design regulations and codes that shape the community. In pursuit of operational excellence, Planning and Development Services was adapted from a shared services area to a defined city department in 2020. Planning and Development Services has redefined its identity and is streamlining its business processes to provide efficient, consistent, and predictable services for internal and external customers. With a 2023 budget of $15.5 Million, the Planning and Development Services department employs approximately 95 full-time staff.

Planning and Development Services provides extensive services through seven divisions:

  • Building Services: Building Code Review and Administration, Building Inspections and Enforcement, Energy Code Administration
  • Business and Support Services/Finance: Development Services Operations Support, Advisory Board Administration, Office Management, and Licensing; Finance Services
  • Code Compliance: Building, Zoning, and Housing Compliance
  • Comprehensive Planning: Long-Range Planning, Historic Preservation, and Ecological Planning
  • Development Review Planning: Development Review and Zoning Administration
  • Engineering Development Review: Engineering Review, Floodplain and Wetland Permitting, and Utility and Rights-of-Way Permitting and Inspections
  • Information Resources: GIS and Web Mapping, Land Management Software, Asset Management, and Records and Research

The Boulder, Colorado Community

In addition, Boulder is consistently ranked as one of the nation’s healthiest places to live and is a mecca for natural and organic products. Farms, dairies, ranches, markets, and restaurants embrace the idea of local, seasonal, and artisanal food production and cooking. The Boulder Farmers Market is the largest outdoor market in the state, providing a venue for local agricultural producers to sell their products directly to the public. For those who love beer, wine, and spirits, there are 21 breweries, four distilleries, two wineries, and two cideries in Boulder.

Compensation

The salary range for the Chief Building Official is $108,000 - $132,000 annually with an anticipated hiring range of $120,000 - $130,000 annually and will depend on the qualifications of the successful candidate.
